Because it's hard and because people feel the pressure to act, they accept mediocre ideas (that deep down they don’t have faith in). They fail to understand the problems that they are trying to address, they focus on the effects rather than the underlying causes and attempt to fix problems that people don’t care that much about. Although we’re not suggesting the title of this blog is in direct relation (sorry both!) to the appointment of Michael Gove and Andy Haldane (and the provocative rebranding of Ministry of Housing, Communities and Local Government to Department of Levelling Up Housing and Communities), these events combined certainly do feel like a catalyst (it’s certainly lit up the twittersphere!).

Levelling up is driven by good intentions and a desire to improve peoples lives. It’s backed by the enthusiasm of people and organisations across the private, public, education and third sectors all chomping at the bit to play their part and to make a real and measurable difference. Delivering a real difference to people’s lives does however require a ‘system’ that aligns collective energy and resources towards a common vision and goal. A ‘system’ needs to exist that integrates four essential pillars: Governance Strategy Funding Delivery institutions All too often these four essential pillars are disconnected causing inefficiency, confusion, duplication, and unhealthy competition between stakeholders. This is an unfortunate consequence as all involved have the best intentions and want to make a real and positive difference – it’s the ‘system’ or the lack of a ‘system’ that causes disfunction. To effectively align collective energy and resource towards #levellingup requires these four essential pillars to be effectively integrated within a ‘systems’ that can be flexed for different regional landscapes. #levellingup #systemsthinking #economicdevelopment
